Export customs clearance - how to safely export goods outside the European Union?

What is export clearance?
Export clearance is the procedure for the export of Community goods from within the European Union to third countries - i.e. outside the EU. Goods only become exported once the customs declaration has been accepted by the customs office, which gives them the appropriate status.
As Martin points out:
„We can only export Community goods. If the goods have lost this status, we cannot apply the export procedure.”
When can the physical export of goods begin?
Exporting is not just about loading and departure - it is a customs procedure that requires the approval of the office. Goods may be exported outside the European Union only after acceptance of the customs declaration by the customs office.. This is the point at which the goods are placed under the export procedure.
What confirms that the goods have left the EU?
The most important document that completes the export procedure is the IE599 message. It is issued by the last customs office of the European Union through which the goods leave the Community.
„For exporters, the IE599 is a key document - it is proof that the goods have actually left the EU. It is on the basis of it that we can claim a VAT refund.” - Marcin explains.
What documents are needed for export clearance?
To carry out an export clearance, you most often need:
- Commercial invoice
- Transport document (CMR, AWB, B/L)
- Packing list
- Exporter's EORI
- Description of goods and CN code (Harmonised System)
- Information on the country of destination
- Customs declaration (usually by a customs agency)
