Customs revision - what does it consist of and how to prepare imported goods for inspection?
If you are importing goods from outside the European Union, you will certainly be aware that customs clearance may in some cases include a physical inspection.
One such activity is customs revision - the most detailed form of examination of goods by the Customs and Fiscal Service.
Although it sounds serious, the procedure itself is clearly defined. And proper preparation ensures that the inspection runs smoothly and without unnecessary downtime.
What is a customs search?
A customs search is a physical inspection of goods by a customs officer and a comparison with the customs declaration.
This may include, but is not limited to:
- opening the container and making its contents available,
- control of general cargo in the warehouse,
- checking of labels, quantities, supporting documents,
- sampling, if required.
Who decides if the goods go through customs?
Importantly - it is not the officer who chooses which imports will be checked.
The decision follows:
- risk analyses conducted by the customs system,
- the profile of a particular commodity, country of origin or shipment history,
- automatic message that imposes an obligation to carry out checks.
If the goods are indicated for inspection - the inspection must be carried out.
How does the customs search work in practice?
Although the extent of the inspection may vary from commodity to commodity, the procedure usually looks similar:
- The importer or customs agency receives a revision message
The goods cannot be released until the inspection has been carried out. - An inspection area is being organised
The container should be opened and the smalls should be spread out in a way that allows the officer to inspect it freely. - The customs officer shall verify
He can inspect the goods, count the pieces, verify the markings or documentation. - Once the checks are completed, the clearance continues
Only then can the goods be released.
